ANR NEETs (Neither in employment, education or training)

Summary : 

Many countries have seen an increase in recent years in the number of young people who are not in employment, education or training (NEET). In 2016, they represented 13.9% of the population aged 15-29 in OECD countries. NEETs are often considered as a homogeneous group, often corresponding to young people with few or no qualifications and in a situation of marginalisation. The research aims to understand the diversity of NEETs’ situations, based on an analysis of the factors that can explain the entry into NEETs and the consequences of a passage into NEETs on the trajectory of young women and men in France. The aim is to study the recurrence of these situations, but also the exits towards employment or the resumption of studies. This work is also part of an international research project on NEETs which has the advantage of comparing five countries (Germany, France, Japan, the Netherlands and the United Kingdom) in different situations with regard to the share and characteristics of NEETs. It should make it possible to take account of the institutional and political contexts linked to training and the labour market, which are more or less specific to each country, while showing the importance of individual characteristics (educational, social and family), based in particular on a longitudinal analysis of educational and professional trajectories.

This project brings together 4 research laboratories funded by their respective research agencies in the framework of the ORA -Open Research Area Programme-.

  • the WZB of the University of Berlin (project leader for Germany: H. Solga),
  • SKOPE (English project leader: E. Keep) at the University of Oxford
  • IREDU of the University of Burgundy (project leader for France: JF Giret).
